The primary cause of accidents involving handling equipment is carelessness or unfamiliarity with the use and limitations of handling equipment, failure to observe safety precautions, orders, and regulations about handling and stowing ammunition and explosives. A2. To operate handling equipment that carries explosives, you must be qualified and certified according to OPNAVINST 8023.2 (series). A3.
