AVIATIONCHAPTER 5MATERIALBasic concepts and guidelines for aviationmaterial management are established to guaranteethat requisitioning procedures are standard andproperly used by all maintenance activities, apositive control is maintained for all accountablematerial, personnel and material resources areused to the maximum, and supply response tomaterial demands is optimum.These concepts and guidelines representmaterial management policies of the Chiefof Naval Operations (CNO) for maintenanceand supply personnel at all levels engaged insupporting the Naval Aviation MaintenanceProgram (NAMP). The impact of sophisticatedweapons systems requires intensified materialmanagement by both maintenance and supplyactivities to improve turnaround time (TAT)of repairable through positive control andreporting procedures, to maintain accurate stockrecords (to reflect material availability, location,condition, and quantity), and to improve thequality of data input for material reporting.This chapter covers some areas and respon-sibilities of the AK involved in aviation materialmanagement functions.MATERIAL CONTROL CENTERSMaterial control centers are contact pointswithin maintenance organizations where re-quirements for parts and material are coordinatedwith the supply support centers (SSCs). Materialcontrol centers are functional areas within themaintenance organizations and are tasked withmaking sure maintenance requirements for partsand material are forwarded to the SSC in a timelyand continuous manner and that parts andmaterial received are quickly routed to theapplicable work centers and not allowed toaccumulate.MANAGEMENTRESPONSIBILITIESIt is the responsibility of the material controlcenters to coordinate material ordering, receipt,and delivery. This is done to guarantee that thematerial ordered is the material required and thatit reaches the work centers within the specifiedtime frame. The material control centers providematerial support to their cognizant organizationby taking action as follows:. Establishing delivery and pickup points formaterial as mutually agreed on by supply andmaintenance and maintaining liaison with thesupporting SSC on maintenance material mattersto guarantee that the material needs of theorganization are satisfied.. Preparing documents for material requiredfor operational support of weapons systems; forexample, aviation fuel, lube oil, flight clothing,and material carried in service market outlets.. Furnishing technical advice and informa-tion to the supply activity on the identity andquantity of supplies, parts, and material.. Establishing procedures to ensure properoperation of toolrooms and the performance oftool inventories.. Making sure surveys are prepared inthe event of loss, damage, or destruction ofaccountable material.. Keeping maintenance control advised ofthe overall supply situation and its effect onmaintenance.. Performing memorandum operating target(OPTAR) funding, accounting, charting, andbudgeting of costs. A separate material controlregister is maintained for each OPTAR held.5-1
